Speaker BiographiesDavid Finn, CISA, CISM, CRISC
David is the Health Information Technology Officer for Symantec. Prior to that role he was the Chief Information Officer and Vice President of Information Services for Texas Children’s Hospital, one of the largest pediatric integrated delivery systems in the United States. He also served as the Privacy and Security Officer for Texas Children’s. Prior to that Mr. Finn spent 7 years as a healthcare consultant with IMG/Healthlink and PwC, serving last as the EVP of Operations for Healthlink.
Mr. Finn has more than 30 years’ experience in the planning, management and control of information technology and business processes. He is focused on creating and maintaining trust in and value from information and information systems. Mr. Finn’s key skills include IT Governance and Control, Project Management, Systems Selection and Implementation, Business and IT Partnering, and IT Audit, Control and Security. Mr. Finn has presented nationally and internationally on such topics as project management, professional leadership and staff development, and privacy and security. He has contributed to or written articles on IT Management, Disaster Recovery and Security for such as journals as CIO Digest and Baseline. In 2016, he co-authored The Journey Never Ends: Technology’s Role in Perfecting Health Care Outcomes. Boca Raton: CRC Press for HIMSS Media, writing Chapter 10: “The Future of Information Security in Healthcare.”
Finn holds a BA degree from the University of North Dakota and an MA from Angelo State University. He currently serves on the CHIME Board of Trustees. During 2014,
Mr. Finn worked closely with CHIME management to create and initiate the Association for Executives in Healthcare Information Security (AEHIS). In the past, he served on the national Board of HIMSS and on the Information Systems Audit and Control Association’s (ISACA’s) Professional Influence and Advocacy Committee (PIAC). He is Vice President of the Patient Care Intervention Center in Houston. In March of 2016, Finn was named to the Health Care Industry Cybersecurity Task Force. This HHS Task Force was a requirement of Cybersecurity Information Sharing Act of 2015 (CISA).
Teresa Rivera

Teresa Rivera joined the Utah Health Information Network in 2007, becoming President in 2012 and Chief Executive Officer in 2014. Teresa is responsible for UHIN’s direction and financial viability. As a community convener, clearinghouse and HIE, UHIN’s membership includes all the hospitals, ambulatory surgical centers, national laboratories and approximately 90% of the medical providers in Utah.
Teresa has over 40 years of healthcare experience, which includes responsibility for operations as the Vice President of Benefit Administration at BlueCross BlueShield of Utah. Additionally, she gained deep experience in client relations as the Vice President of Client Relations at HealthCare Insight, a fraud and overpayment discovery service. She has had the opportunity to work with production, service, technical and membership areas in those companies. Her focus is service, employee development and community involvement, which she believes are essential to business success.
Teresa holds an MBA with an emphasis in Human and Organizational Development and a Bachelor of Science, Summa Cum Laude, in Management with a minor in Computer Science from Westminster College.
Teresa is a current Board member of the Utah HIMSS Chapter (HIE Liaison), the Utah AAHAM Chapter, the Strategic HIE Collaborative, and the Utah Digital Health Commission.
Teresa is married with two adult children. Her community activities have included working with the Salt Lake Master Gardener Association, serving on the Rocky Mountain Conference Board of Pensions, and playing in local handbell choirs.
